I have found that picking out a baby name and having your spouse agree is a difficult task. So, you pick out a name, you like the name, you love the name, and then someone else uses the name. Is it okay to still use the name?
Someone who works with Mike, for now (she will soon be leaving), has had great misfortune starting a family. She is on her third pregnancy and just found out the baby is absolutely a-ok. This is excellent news. She also found out she is having a girl. More excellent news. And the baby's name...well, I can't say, just in case, but it's the same name we have picked out for a girl. Are we still allowed to use the name? I want to use the name. Will this person think we stole her name though? That sucks. Mike and I finally agreed on a name and to think we have to go through all the "What? Hell no!" conversations again...damnit!
If a close friend decided on the same name, I might reconsider and find a new name. This person is someone only Mike sees at work. I need some advice...is it okay to use the name?

Heck yeah, you use the name! Try explaining that to your kid when they are older should you decide on something else: "We were going to name you Penelope/Mandy/Gwendolyn/Whatever but the job your daddy used to work at used to have someone, who's name we forget, who named their daughter that."
Even if it's a close friend it shouldn't matter. Your child may end up befriending someone with the same name no matter what you do. My sister's BFF as a kid had the same first name.
My wife has been a teacher, and, apparently, it's impossible for teachers to name their children because it will remind them of some bad kid from previous. Anyway, we have a 15 month old baby girl and picking out a name for her that we could agree upon was damn near impossible. The one saving grace when we found out she was going to be a girl, it took away roughly 50% of the options.
If you like the name, name your kid that name. Especially if you and your spouse agree on it. For a child, don't go for your second pick.
Thankfully, one day I told my wife what name I really wanted to name our daughter, thinking it was a long shot (which is why I hadn't mentioned it before). She immediately liked it. Within 2 minutes we had the first and middle name and agreed on the spelling. After I don't know how many months of frustration.
Skye Breann is her name.
